Yes, but you'll need to

  • Re-engineer your access to deny everyone by default
  • Add back everyone who should have access (i.e. not your extra user)
  • Generate a method for allowing that one user in - issue security schemes are one way, the other that might work for you (and be easier) is "current reporter browse" permission

Not easily. You could build a security scheme and assign it to that issue. However security is designed to keep people out, not let selected people in so it may be hard if you want everyone else in the project to also see it.
