JIRA User Management area only shows "invite users" and no other functionality

We're on JIRA cloud, and I have top level permissions, including JIRA administrator, or so I've been told. But when I try to create a new group, groups are nowhere to be found. 

 

JIRA Cloud system dashboard >> gear icon bottom left >> user management

This takes me to the "Administration" page. From there, my options are:

Discover Applications

JIRA SETTINGS

System

Products

Projects

Issues

Apps

Users takes me to a page with one option: to invite someone to JIRA. No other features are enabled there.

System takes me to a list of settings unrelated to groups or permissions.

The others go nowhere relevant.

 

I'm trying to figure out if there's a permission I don't have, even though I was told I had them all.

Try this 

Jira Settings > User management > users and see if you get to a screen like this.

Thanks.  It appears that my JIRA admin didn't realize I didn't have the right permissions. Once he upgraded me to Site Admin, I now have the ability to do what I need.
