JIRA Service Desk fails to create

When attempting to create a new server desk, the configurations does not complete successfully. It creates the issue types and schemes, the workflow and scheme, the screens and schemes, but fails to create the project. To make things worse, when it fails it does not go back and "clean up" everything it has just configured. The project appears to be created, but when you click to open it, you get an error saying not project with that project key exists. To add to the problem, the "ghost" project seems to hose your index - you can't open the project and you can't delete it.servicedeskproject2.pngservicedeskproject.png
