JIRA Service Desk can't press turn on email button

Hello,

I am trying to configure JIRA Service Desk so that can users can submit their issues via email. When I go to Service Desk > Settings > Email Settings, it says "Email requests are currently: Off." There is a button that says "Turn it on," but the button is grayed out and cannot be pressed. 

Does anyone know why this is? Public signup is enabled, if that makes a difference.
