In my account both Service Desk & Software are active. However, if users should only have access to Service Desk, they only see Software which should be blocked. If both licenses are enabled they have full access.
How can Service Desk alone be used for some user accounts?
If I'm understanding correctly, you are trying to restrict your projects based in the project types, is that right? Case so, you'd have to create specific Permission Schemes and grant the right permissions for the users who should access these projects and remove any unwanted permission.
