JIRA - Send email notification to specific user when issue was created

Hi, just want to know if sending email notification for each user assign when issue was created on a specific project.

Hey Bryan. You can create a notification scheme and add a notification on the "issue created" event. You can send the notification to a specific user or a specific email address. Then you have to assign your new notification scheme to that particular project.
