JIRA Login Page Error Message Inappropriate

We created a link on our intranet site to this screen:

http://jira.veic.org/secure/CreateIssue.jspa?pid=11102

When a user goes to log in to JIRA from this link, the following screen is displayed:

"Error

You are not logged in, and do not have the permissions required to create an issue in this project as a guest.

To create an issue, first log in."

Can this message be changed to something more friendly than "Error?"

Error is the proper message. If you are looking to change it, you may have to look at changing the error messages.
