Editing a JIRA with a web browser, how can i add a link that will look like the above?

When I use Link, Web Link, I manage to specify the URL and the hyperlink, but I don't manage to get the black non-hyperlink text next to it.

That's not a valid link, so you can't do it.

When adding a web link, you specify a url (which is a "hyperlink") and text to be presented as though it is a link (if you want), but the black text around the link in your example is not part of the link, so you have to do it in the text surrounding the link.
