JIRA, Confluence: How to block page or issue If linking content are different?

If it's JIRA and Confluence linking, we want:

• Confluence page is checking user's login in confluence and user login in JIRA Assignee Field (linked with confluence page)
• If they is different - page is blocked

If it's JIRA and JIRA linking, we want:

• In one project 2 issue types: CV and Vacancy
• CV is checking own (example) Watchers and Vacancy's Watchers (linked with CV).
• If we add user in Vacancy's watchers - user should be automatically added in linked CV's watchers
• If they are different - CV is blocked.
