JIRA Agile email notifications

I want to configure the email notifications so that only certain notifications are sent out. I.e. if there is a change in priority, am I able to make that change from major to minor without having an email sent out?

I have tried going into profile–>settings to change the notifications like mentioned on this post, https://answers.atlassian.com/questions/43323791, but get an error (403 forbidden) when I try to go on profile. Under the settings page I do not see any options regarding notifications.

If when I follow these directions and when I go to  to , I only see "projects" and not the full drop-down that includes issues do I not have the ability to change these notification preferences?

It seems you do not have sufficient rights to change notification settings. You must have admin rights to do so.
