Is there a way to create an admin account for jira that does not count against the user limit?

I can't spare an extra seat for an exclusive admin, which means the application links established between atlassian products are currently being held by a user account. Given that user accounts at our business are required to change their passwords every few months, this isn't a tennable permanent solution. Any ideas?

An administrator takes up an account.

Sorry, that's a very blunt simple answer, but I'm afraid each (unique) account takes up a seat.
