Is it a default setting in JIRA to email all issues created to JIRA Admins? If not, where do I change this setting? I would like to create a sub-admin group that gets the emails

Definitely not something that's done automatically, one of your administrators must have set it up.

You'll need to go through your notification schemes to find out what they've done.

While there's no default setting for that, you can modify the Notification Scheme to achieve that. For more details, check the Configuring Mail Notifications documentation at https://confluence.atlassian.com/display/JIRA/Configuring+Email+Notifications
