It works with my JIRA 6.0.4 (download version) after disabling Compatibility mode. Thanks.
It doesn't happen on my JIRA On-Demand instance. Is there any solution I can implement on my JIRA 6.0.4 instead of having all end users to disable the compatibility mode on their IEs?

Could you check if you have compatibility mode turned on in your browser? If yes, please disable it and see if the issue persists, as this mode is known to cause issues in JIRA

As other people have already indicated, the immediate problem can be resolved by switching on compatibility mode.
The reason why you are seeing this problem with a self-hosted install of JIRA, but not with OnDemand is because IE treats all applications running on an intranet (usually specified by IP address with a non port 80/443 address) as requiring compatibility mode (presumably to support the legion of only-works-on-IE6 applications that every organisation has squirreled away somewhere), regardless of the doctype set by the HTML. OnDemand on the other hand, is always coming from an external address and IE will then honour the standards mode set by the doctype.
Obviously getting your users to switch to compatibility mode each time they fire up your local JIRA instance is a pain; the permanent solution is to use Group Policy Objects to turn off compatbiilty mode for the intranet (see http://community.spiceworks.com/topic/207325-disabling-intranet-compatibility-mode-via-gpo for more details).
