In itself it's simple. If I click [Issues & Filters} the next thing that should appear is the list of ALL issues with the latest issue at the top.
You could create a simple filter that you could easily access as you describe.

I click [view all filters] This brings me a list of all filters.
I click the filter as created per your suggestion.
And then finally I have the list I need.4 steps, IMHO 3 to many.
By allowing a user to place at least one specific personel filter in the menu [Issues and filters] you save that user 2 steps in getting the list he works with all the time.
