Issue re-assign custom rules

Hi!

 

I would like to know if it's possible to create the following custom rule:

User cannot re-assign the issue (to another user), if the issue is in some particular status (e.g. in "Ready" ).

This is not possible in JIRA cloud. You may be able to do this in JIRA server with a custom plugin.
