Issue management in the review process

Thanks for checking this out. We're using JIRA in a formal hybrid-agile SDLC. Specifications (user stories) for us have to follow a review process. Once the business analyst (myself) has created a specification, they then have to review it with the development team in order to make sure that it is a viable solution. This happens prior to throwing the issue into a sprint. Therefore, one cannot use the issue workflow in order to put the issue in a status of "Review" for example. The only status an issue can have outside of a sprint is the initial one (or "Open").

I would be interested to know how others have gone about this.

Any ideas?
