Sorry for my bad english.

There is a project A and the projectB.

The group of users A works with the projectA.

The group of users B works with the projectB.

Member of the group A was created Issue in the project A. Issue it is moved from the projectA in the projectB. Reporter Issue does not have access to this Issue and not receiving emails alerts (notifications).

Need to be able to watch their Reporter issue and receive alerts if you move the issue.

You will need to make sure the Reporter is given access on Permission Scheme AND added to the Notification Scheme for Project B
