I have a user that goes to "issues" > import issue from CSV, vs when admin imports I go to Admin > System > external system import. in the user side when we try to map fields the user side is limited and not in alphabetical order. When I go through the admin side and go to map fields I see tons more options and in alphabetical order.
How can I match the user side list to the admin side list?
This is the expected behavior of this features. The Import Issue from CSV in the issue menu is mean to be used by JIRA users without admin privileges, and a lot of options showed for admins in the external system import screen will not be showed to users, specially for custom fields.
You can use as a partial workaround setup the fields as "Any issue type" in the custom field configuration page. He have a bug report related to this in https://jira.atlassian.com/browse/JRA-41282
