I searched for an old project and got list of issues, the pressed "Create" to enter new ticket. What I did not know was that project was closed and I did not get any message on this at creation. After creation I saw that previously selected project was use when issue was entered, and since the requested one was closed I could not use "Move".
JIRA doesn't have the concept of a "closed" project, it's up to your administrators to define how you do it.
Most of us create a permission scheme that allows only for browse (read only), or no access at all. It sounds like your admins have left the "create" permission open so the project still accepts issues. You should get them to review and fix that.
