Issue Type not appearing in project setting for project admin

The option to choose Issue Types in the project settings ( in order to modify Issue Types for current scheme) is not there!

this option only appears for the Jira administrators but not for the project's administrators. is this intended behavior? is there a way to get around it so project administrators could modify the issue types available in their project?

Project administrators can only change workflows and screens. It is not possible for a project administrator to change issue types. You can read more here (there are also restrictions on editing workflows and screens)
