When opening the issue navigator for the first time in Internet Explorer 8/9, JIRA tries to look for all the issues and freezes Internet Explorer.
Any Suggestions.
Test it with a proper... cough... another browser and check if that struggles. If it does not, then I'm afraid you are stuck - you need IE to work properly and it's broken.
I'd recommend sticking to IE9 too, it's better than IE8 and from what I'm seeing at the moment, Atlassian won't be supporting IE8 for long.
IE8 is already dropped from the latest versions of jira/confluence/fisheye. This issue nav bug is well-known, happens when you have a lot of custom fields.
