Issue Linking Fails To Trigger Notifications

when linking issues, neither email notifications are triggered, nor is there an event posted through the eventpublisher (which would allow us to write our own plugin to overcome the first issue).

business requires that e.g. issue owners are notified about issue linking, especially for blocking issues.

i kindly request to fix it. it is a one liner fix, as your DefaultLinkManager creates an event, but doesn't publish it.

Same problem. Seems like an old one, I wonder if it's ever gonna be addressed...
