Isn't there a "tooltip" in Jira?

Either I'm blind or this is another bit of (what I think is) missing core functionality. Can you do a tooltip for custom fields? I don't mean the message field that you can get with the toolkit. My users have specifically asked for a tooltip. Preferably hoover, but clickable would work too. I said, if not natively there's probably a plugin for it. But I can't find this functionality anywhere. Is it really not available?
