Nothing that I know. Downloading attachments does not have an entry in the JIRA issue history. I'm not sure if it's being logged in the JIRA logs though. You can always open an "Enhancement Request" for this one (support.atlassian.com).

About a particular attachment within a JIRA ticket. I want to track if the ticket's attachments were downloaded or not
