Is there possibility to show dynamic information on all pages for Jira Cloud(on demand)?

For local Jira(Server edition) it was such possibility, configuring Announcement Banner.

I can’t find some similar solution for Jira Cloud.

I am sorry, for misunderstanding. I am developing add-on, which communicates with Jira through REST. And in your answer have place only static information, and i can't configure such banner through REST, it is commonly used by jira admins, so it will not work in my case. Thanks, for answer.
