Is there anyway to give jira users limited admin access?

We would like to give a few users certain access, not quite jira admin/system admin.

Access to control Users (editing, adding, removing, etc)

Projects (Excluding - workflows, permission schemes,notification schemes, issue types, etc)

Is there anyway to customize this kind of limited access?

At the moment we only have 3 levels of access - jira-users, jira-administrators, jira-system-administrators.

No. You can have "project" admins as well as the three you mention, but that's done in the permission scheme and just allows project admins to maintain users in roles, versions and components in the projects where they have admin rights.
