Is there any way to remote running Jelly script on JIRA by HTTP request

I'm handling with a plugin which needs Jelly to import issues. And i wanna develop a plugin with JAVA. Could anyone can tell me whether there is a way to run Jelly script remotely through HTTP request ? Or if you have another great idea, plz share with me.

Why do you need to run Jelly from a plugin? Why can't you use the direct JIRA APIs and create the issues?
