Is there any way to add one specfic user to watcher list for all issues in one JIRA project? So, whenever a issue is created that person will be added as a watcher by-default.

Adding someone as a watcher to all issues in a project will probably just mean they ignore the flood of email they get. Better to use a saved JQL filter and a subscription to batch up the information.

I have used a new project role "All Notifications" before, and added that the the notification scheme. That allows people to have project admins add and remove them from the flood of email. However, it's important that project admins know about not adding groups like jira-users to that project role. That results in spamming the whole company!

Hi,

I think there isn't any option to accomplish that by enhancing the workflow, at least not using out of the box features.

What exactly is your use case? Perhaps a solution could be editing the notifcation scheme for the project so that a particular user is notified by changes. In that case the person won't be visible in the watchers' list, but will receive all email notifications as if she/he was a watcher.
