Yes, you can do this by adding an announcement banner in JIRA and enter the html code for showing a picture, hosted somewhere else (either as an attachment in JIRA or on an external webserver) like bellow:

None that I know of. You can only attach files to issues, not gadgets on the dashboard.

We have used the "Text" gadget before to display images in the dashboard and some stuff (used html tags). This is unsecure and might not be supported in cloud.
