Is there a way to have intermediate administrator


I want to define a user that is an Agency responsible who can create user, projects, modify fields and so on, but not access to system modification ( like adding plugin, modify system parameters...)

In the global permission, a user is either system admin or jira admin or user, i think a global permission is missing between jira admin and user.

So, maybe there is a way to handle this.

Try evaluating this plugin:

You can protect the admin pages using the appropriate URL pattern under configuration. See for more details.

It doesn't give you a new admin role but can restrict selected pages by a password.

No. It's not that granular.

See for the details, some workarounds, and, most importantly, what Atlassian are planning to do to address this.

You can have a look at the possibilities here and mainly at this page which talks about system admin versus jira admin.

Don't really understand why the current permissions don't work for you.

JIRA Admin: Create projects, modify fields etc

System admin: Add/remove plugins etc.
