Is there a way to display a warning (acknowledgement) before login?

We are required to display a consent to monitoring notice before a user accesses our system.  Is there a practical way in JIRA/Confluence and Service Desk to accomplish this task?

Steps:

• User goes to https://www.mywebsite.com/servicedesk/customer/portal/10 or https://www.mywebsite.com
• If not logged in, user is prompted to click "Ok" on consent notice
• User is taken to the login screen 

This must be accomplished in JIRA, Confluence, and JIRA Service Desk in order for our company to be in compliance.

There are a couple of add ons out there that can do that for you. One of them just happens to be ours (Wittified): https://marketplace.atlassian.com/search?q=announcer . Available for both Confluence and JIRA...

@Daniel Wester [Wittified] Does the JIRA plugin also cover Service Desk? I had seen Announcer but could not verify if it covered Service Desk as well. If so I'll download the trial to verify if it meets our needs.
