If I'm looking at the detail of a Jira issue and click on a listed Component, it acts as a hyperlink to take me to a page that provides quick access to all the issues related to that component. Similar with Labels.
Is it possible to do this with a custom field that is a Cascading Select?

Afraid not- you could possibly get away with this in JIRA standalone by utilizing custom JavaScript in the custom field's description which will render during the JIRA issue view however JIRA OnDemand is restricted from rendering custom HTML in this manner
