Is there a way to change the "Create Pull Request" url?

Our team is using the GitHub integration in order to track our branches/commits in the Development section of our Issues.

Currently, when i click "Create Pull Request" on a branch from the Development section, it always takes me to https://github.com/{organization}/{repository}/compare. Is it possible to make it so it selects specific branches to compare so it doesn't always start with master < master pull requests?

Ideally, for our setup, we'd want it to be "https://github.com/{organization}/{repository}/compare/qa...{branchName}", but I realize most people would be creating pull requests into the master branch, so even "https://github.com{organization}/{repository}/compare/master...{branchName}" would be easier.

I've searched for settings to change the URL when creating the pull request but didn't find anything that could help us. Also, I searched for feature requests and similar tickets but there is nothing about changing this URL.
Feel free to create a feature request on jira.atlassian.com adding more details about why this feature is important for your environment.
