Is there a way to allow anonymous users to see a read only version of an issue and/or allow them to see one of the agile gadgets in the Dashboard?

Yes, for each project you want to allow them to see, just make sure the group "anyone" is named in the permission scheme for the project. Allow them "browse" access.

You will then also need to share all the filters, dashboards and boards with "everyone"/"anyone" as well.

A minor word of warning - do not give any form of write access to "anyone" - you won't be able to track who makes changes if you do. Stick to "browse project", "see workflow", "view source control" at most.

Excelent answer!! it worked perfectly for me!

Do these still have to be logged in, or can anyone on the internet see this?

Anonymous means anonymous - they don't have to log in.  Anyone who can reach your server is anonymous until they log in.

This answer does not work for me. "Anyone" has "browse" access and the board and filter it is based on have been shared with "everyone." There are 0 issues in the board available for anonymous to view.

Ah, hang on, that was for dashboards.  For boards, the users have to log in as someone who has the rights to use the Software application.

Dang....  Thanks, though.

A month later, and I've solved this: you need to have "None" as an option in your issue permission scheme; and you need to have Security Level in your field configuration set to Optional instead of Required. Then you can set the security level for any issue to None, and anybody can see it.

Well, you've solved it for your setup.  The answer above is correct in general, but it can't know that you had configured your security scheme to be mandatory.  Although it's still correct - you have to have the permission to see it.
