I am trying to get a count of how many issues were assigned to specific users for a give time period.  Since an issue will move from dev to qa to uat it will be reassigned along the way.

Hi @Beatrice Cudd,

This is not possible with the Jira's default reports or gadgets.

A solution would be to search for an app (plugin) on Atlassian Marketplace that is capable to generate such diagram.

If you are willing to use a plugin, our Great Gadgets app offers a Cumulative Flow Diagram gadget that can be configured to generate the chart by Assignee. This way you can see the number of issues assigned to every users along the time.

Hi @Beatrice Cudd

Welcome to the community!

You can use the Issue Statistics gadget in Jira dashboard and set the Statistic Type to Assignee.
