Can you attach the stack trace generated in the $JIRA_HOME/log/atlassian-jira.log when you try to access the Issue Type view? This will probably help to find the culprit in this case.

Would this be in the catalina logs? I don't have the directory you have specified. In the log directory I have a localhost log, the catalina log, an access log, and a manager log. The only sub-directory in /log is 'attachments' which is empty.
