We are JIRA users, but our Implementations team is looking for a way to have a public facing task management portion to give to our clients to track their 20 or so tasks on each project.
Does Jira allow you to have the main project with only portions of it exposed that can be commented on, or have external customers be tasked and have it associated to the main project task list?

I have not seen this feature, but there are a couple things you may be able to do. You may be able to grant access to those external users under a special read-only type of role. I think this could get complicated though depending on what you want them to see or not. Either way, if you want them to see something on your Jira application, you will have to grant them application access.
The only thing you can share without a license is the filter so they can receive it via email.
