One of the most recommended mobile solutions for JIRA is JIRA Connect, which is available for iOS and Android systems. Please check this link for more information.

Alternatively, there is also this app for Android: https://play.google.com/store/apps/details?id=com.tpe.jiraagile&hl=en

Also, this documentation should be useful. Just accessing from browser should work, though it may not have all features this way.
