If Atlassian is not using SSL, how does it secure the username, password, and data over a network? How does it protect from sniffing on a network?

Securing traffic is SSL's job. Anything the individual products do other than accept the password in plaintext would be security through obscurity and pointless.
If you are concerned about traffic sniffing, then configure SSL.

Which Atlassian product are you referring to? The Cloud hosting? Bitbucket?
