Is the purchase of plugin tied to a particular version?  Is the plugin license only applicable to a particular plugin version?  Can I use the same license for old plugin version and latest plugin version?

If you buy a license for a plugin, there is usually one year of maintenance. You get new versions of the plugin for this one year. After that, you can't update your plugin anymore to a version that was released after the year expired.

You can renew a plugin for another year, this costs usually half of the original prize, then you can install new versions for another year. And so on.

No, the model for the add-ons is now (broadly) the same as the Atlassian product licence for most of their products.  You buy a licence for the add-on, and you can use any version with a release date before the end of your licence.
