Is subgroup user management within a project possible?

I have a single project with about 33 members. However, there are team leads that would like to manage a few people working for them. Is there a way to set up the permissions so that the team leads can automatically receive notifications and push the issues through the workflow without applying the settings globally to everyone in the project?

You might want to use Components in your project. Each component has a lead and notifications can be configured so that an email is fired to the component lead. The only thing you should make sure is that the field "components" is well used in each issue.
