Is self sign on in Service Desk for Customers or Agents?

I have a company where I intend to have about 6-8 agents within Service Desk who can manage 'requests'.  However, I wish for any of the 1200 employees to be able to log issues through the portal.

If I use "Self Sign On" is this only for customers?  Or could I end up paying for 1200 AGENTS every month?

Just follow this guide: https://confluence.atlassian.com/display/AdminJIRACloud/Enabling+public+signup+and+CAPTCHA

You will not be charged for any customer signups; only for new Agents that manage the queue.
