Is possible to prevent one of several jira administrators from browsing a project?

We have several groups using an instance of JIRA, to simplify Group A and Group B. All jira administrators are located in Group A; however Group B doesn't want to give anyone from Group A privileges to see any Group B issues or participate in Group B workflows. Is it possible to create multiple jira administrators and prevent one or more of them from seeing a project, effectively having a jira administrator for Group B projects and jira administrator for Group A. I do realize that this is possible, to some extent, with project administrators and permission schemes but a jira administrator can usually bypass these. Am I missing something?

Not really. They can be excluded from the permissions, but being administrators they can give themselves permission. This gets back to the basic fact you need to TRUST whoever you give admin rights to do the correct thing and not abuse those rights. The only other option is to buy 2 licences and host the projects in differenct instances of JIRA.
