Is it possible to configure and use JIRA SAML SSO by Microsoft on Jira Cloud (not on-prem)?
In Microsoft Documentation wrote:

Ok, well, there's nothing to "work around", you just need to use the most appropriate option for your system.
I think you have understood the doc fine, despite all the howling errors in it (The Jira versions are wrong, the name of Jira is wrong as it hasn't been JIRA for donkey's years, the doc is in the wrong place as it is for server, not SAAS, and so on.)
The important bit that you've not quite spotted is that the doc is for Server Jira, not Cloud Jira.
Cloud Jira is a totally different product that does user IDs totally differently. This doc simply doesn't apply to Cloud. If you want to use the MS docs, try https://docs.microsoft.com/en-us/azure/active-directory/saas-apps/atlassian-cloud-tutorial instead (although given the quality of the server one, I don't have a lot of confidence)
