Is it possible to specify an issue number when creating a ticket?

We're working on migrating issues from Eventum and Zendesk to JIRA and would like to maintain ticket numbers (becuase they're documented externally and it's easier to maintain them than to update all of the external references). Is it possible to create a ticket using the REST API and specify what ID within a project you want that ticket to have?

An obvious workaround would be to store the external ticket ID in a field and use search links to reference the two, but it would be nice to be able to keep the issue ID the same as in Eventum while appending the project key.

Nope. Issues are created sequentially within the project. End of story.

Your second paragraph pretty much describes what I'd have written as a follow up!

Nope. No way for you to specify what Id you want.
