Is it possible to setup Jira security so that some users can access (see) only issues in some specific status?

can see issues from project Big project

if issues are in status Done

You can do this if you implement issue restriction at the Issue Level (https://confluence.atlassian.com/jira/configuring-issue-level-security-185729623.html) and then remove it using a post function to remove it at the end of the issue's lifecycle.
