Is it possible to set the time tracking per single jira project?

For our scrum boards we planned to use Original Time Estimate for team velocity.
Format that You enter the estimation is for example 6d5h which is evaluated to 6x8 hours + 5 hours = 53 hours For our internal estimation we use term "effective day" which is 6.5 hours of effective work (8 hours - time for lunch and other non-work related activities)

It is possible to change value of "number of hours per day"
The question is: Is it possible to set this value for one project only?

The default time track in JIRA does not support this. I think you can try a time tracking plugin on Marketplace.
