Is it possible to send notification for reminding to update issues in JIRA

Hello Experts, 

Can you please let me know if there is a way to  send an automated 'prompt message' to an issue owner reminding them to update to an active JIRA Issue?

Hey Naama,

you could subscribe a filter which do send notifications if the issue isn't updated for a period X

updated <= startofday(-3d)

notifications for every issue not updated in the last 3 days.

Then subscribe to it, so you get a regular notification. And put it in a gadget on the dashboards.

Would this send you an email notification with all issues that match the filter? So you would need to create a filter for every user and have them subscribe to it?

Maybe I am missing something here, but I would like to also know if it is possible to have the subscribed filter run and only send the email notification to the assigned person (not me) if the issue has not been updated for x days
