Is it possible to pre-define a project's velocity?

In the case of a seasoned team moving to JIRA OnDemand, is it possible to pre-define the team's velocity anywhere? Or is it possible to fake this with past data? We were hoping to make use of the reporting abilities right away.

Hello Brandon,

If you're moving to OnDemmand you can just import your XML Backup from your OnPremise instance on it and you'll have all historical information of your instance on it.

Besides that the team's velocity is not a pre-defined field within JIRA so I'm not aware if you can just set that without any data to be calculated.
