Is it possible to open a Create issue form and set certain field values via URL parameters?

If this isn't possible now, here's the user story.

As a user, I'd like to provide users in my org who may find bugs, need new features, etc with an easy way to file. I'd like to do this by providing a URL which will automatically set values like:

• Project
• Issue type
• Component/s
• Assignee
